[New Dawn] LONDON -- The National Oil Company of Liberia (NOCAL) and Nigeria-based Lagos Deep Offshore Logistics Base (LADOL) have signed a Joint Development Agreement (JDA) to advance plans for an oil and gas logistics and shorebase facility in Buchanan, Grand Bassa County.
